PPTCT Line list – Introduction

The Prevention of Parent to Child Transmission (PPTCT) line list is a reporting cum tracking tool which collects, retains and updates individual wise details of all HIV positive pregnant women who attend the facility during Antenatal period or Directly In labor or during Post Natal period. Each and every ICTC or ART center shall maintain their respective PPTCT line list which will contain all the details of the HIV positive pregnant women tested at their center or have registered at their center for Antenatal care.

The Line list shall be initiated and maintained primarily at the ICTC center but can also be initiated and maintained at ART center (women on ART becoming pregnant). The details required in order to enter in this line list shall be obtained from the PPTCT line list register at the ICTC and ART centers. As of now the PPTCT line list will be maintained in Excel sheet format. As and when a pregnant woman is identified HIV positive or a known HIV positive case becomes pregnant, their details are entered in the PPTCT line list. The line list contains 92 columns which comprehensively covers the details of the Antenatal, Delivery outcomes, ART of the mother as well as the EID testing details of the HIV exposed baby and the Spouse and Family details of the pregnant woman. The 92 columns have to be continuously updated, only few columns at a given time.

The PPTCT line list shall be initiated and filled by the ICTC counsellor at the ICTC level and by the Data Manager at the ART center. Periodically the updated PPTCT Line list shall be submitted to the district authorities, where it will be compiled and sent to the state level authorities.  

PLHIV-ART Linkages System (PALS)

Referral from ICTC to ART is an important link in the HIV prevention and treatment cascade. These linkages play a pivot role in the early initiation of ART in eligible PLHIV and provides an opportunity to screen other opportunistic infections specifically Tuberculosis. PPTCT is key intervention under NACP. It requires meticulous planning, sound implementation and robust monitoring and evaluation. Considering the current goal of elimination of Parent Child Transmission of HIV by 2020 robust monitoring of PPTCT services is required to generate the evidence based planning. It is necessary to strengthen the PPTCT information management system with added efforts in proper planning, implementation, supervision and monitoring & evaluation of PPTCT services

Purpose of development of PALS

1. The PLHIV - ART Linkage System (PALS) is developed for tracking & monitoring of prevention and treatment service cascade provided to HIV positive individuals including pregnant women.

2. These services includes, HIV testing, linkages to treatment (ART centre), Diagnosis of Tuberculosis (TB), STI/RTI infection and follow up of pregnant women for safe institutional delivery.

3.The system ensures the care continuum of HIV exposed infants / children under the Early Infant Diagnosis (EID) Programme.

4. It provides an opportunity to follow-up of the spouse/sexual partner of HIV positive individuals for HIV testing and further linkages to ART if found HIV positive

5. The system also enables the documentation of the services provided to HIV positive individuals at any ICTC / ART centre across India.

1.PALS is a web-based system running on Meghraj cloud server (GoI initiative under Digital India programme)

2.Role-based secure login access across geography and functions.

3.Two levels of System Administrators viz. National & State Admin.

4.Customized Dashboard at all levels of users viz. ICTC / ART / DAPCU / DNO / SACS / NACO.

5.Auto generated work-plans for service delivery.

6.Unique 23-digit Person Identification Digit (PID) for tracking the services for an individual

7.Various MIS reports include Individual case management and analytical summary report at all level

Advantages of PALS:

Individual Case Reporting and Monitoring- Helps for timely service delivery & monitoring of HIV positive individual by concerned service providers.

Planning of activities- Monthly activities of field worker can be planned according to the community needs.

Need assessment- Assessment of service delivery needs.

Data aggregation- Aggregate individual case data to avoid duplication of data.

Improvement in data quality- Will improve quality of data through data validation checks.

Performance analysis - Will help in the monitoring and performance analysis services provided.

Objectives of the PPTCT Line list

    1. Tracking of the Individual HIV Positive Pregnant woman and HIV exposed baby
    2. Monitor the PPTCT program at various levels in the administrative hierarchy 

Tracking the Individual- PPTCT line list shall serve as a tracking tool to closely follow up the HIV positive pregnant women, the ART linkage, ART adherence and pregnancy outcome. It shall also serve as a tool to closely follow up the Early Infant diagnosis of the HIV exposed baby, whether tests were done, result of the tests, ART registration and outcomes.

Monitoring the PPTCT program- PPTCT line list shall give rich patient level data which when compiled at various levels viz district, state and national level shall help to monitor the performance of the PPTCT program in various aspects like Early detection, ART linkage, EID testing, Family Planning, Spouse testing etc.
